Quality product logo implementation method

In accordance with the provisions of Article 29, Chapter 5 of the Regulations on the Administration of Standardization of the People's Republic of China issued by the State Council, the government has decided to implement a quality product labeling system. This initiative aims to recognize outstanding enterprises and encourage them to produce high-quality products. The quality product mark serves as an honor badge for products that meet stringent standards, acting as a key measure to ensure compliance with technical regulations, protect consumer interests, and promote continuous improvement in product quality. All industrial products manufactured in batches may apply for and be awarded the quality product label, provided they meet the criteria outlined in these regulations. The quality product mark is divided into two levels: first, products that have won the National Quality Award, receiving either the Gold or Silver Medal as per the regulations set by the State Economic Commission; second, products that meet the quality selection criteria but have not received the national award, which are labeled with the word "excellent." To qualify for the Gold or Silver Medal, products must fully comply with the regulations of the National Quality Product Award. For the "excellent" label, the following conditions must be met: the product must be reliable, well-received by customers, popular in the domestic market, and enjoy a good reputation. Its quality indicators should exceed those of existing technical standards, approaching international advanced levels, or possess unique features and traditional charm. It must achieve the best results in domestic quality evaluations and have been in stable mass production with consistent quality improvement. The approval process and design of the "excellent" mark are uniformly regulated by the National Standards Administration and distributed across regions and relevant departments. Products approved by the National Quality Award Examination Committee may directly use the Gold or Silver Medals. Enterprises that meet the criteria but have not won the National Quality Award may submit applications for review by provincial, municipal, or autonomous regional authorities, or their respective competent departments. Central government-affiliated enterprises must apply through their provincial or local department, while local enterprises apply directly to provincial, municipal, or autonomous region authorities. The State Council and local governments will designate inspection agencies to conduct rigorous testing and evaluation of products. Any falsification during the application, inspection, or approval process will result in serious consequences, depending on the severity of the violation. Once a product receives the quality label, it may display the mark on the product itself, manual, inspection certificate, packaging, or containers, with color and size adjusted according to actual needs. If quality declines during periodic inspections or random sampling, the enterprise has the right to stop or withdraw the mark. If the quality drops, the enterprise must immediately cease using the label, report to management, take corrective actions, and restore quality. Once the original standard is met, the label can be reissued. No entity or individual is allowed to use similar or confusing marks on any product or its packaging. The State Council and local authorities may develop detailed implementation rules based on these measures. The interpretation of this regulation lies with the State Administration of Standards, and the measures shall come into effect from the date of promulgation.
